Regulative framework

If the conditions for the allocation of a doctoral scholarship are not met, the international researcher may be appointed as a research associate (BAP) or an assistant (AAP), financed with a salary.

Definition

This form concerns EEA citizens who are preparing doctorates as salaried assistants.

Status

Status in Belgium:
  • EEA citizens may travel to Belgium without any foregoing procedures. Once they are enrolled at K.U.Leuven, they must request the EEA citizen’s identity card from the municipality in which they reside. To this end, they will receive the document "appendix 19b" from the Human Resources Department.
  • For international researchers from Romania and Bulgaria, the law on the employment of foreign employees will remain in effect until 31 December 2011. This implies that K.U.Leuven will continue to draw up hosting agreements for these employees.
Status at K.U.Leuven:
  • They have the status of "employee" and are registered as junior academic staff by the Human Resources Department. They must also enrol at the Registrar’s Office as doctoral students. To this end, they must first obtain academic permission to enrol from the International Admissions and Mobility Unit (IAM) of the International Office. The enrolment fee is stipulated by the university authorities.
  • Upon their enrolment at the Registrar’s Office and the Human Resources Department, they receive all the necessary certificates for their stay at K.U.Leuven and their residence in Belgium. They must present themselves to the municipal offices within 8 business days.

Project-bound research in secondary relation (industrial projects of e.g. IWT and EU type)

Scholarship amount A salary is paid, equal to that of an assistant (Scale 43).

Status concerning the immigration authorities

No work permit is required. The empoyee will receive the document "appendix 19bis" from the HR Department. This document is required for registration at the town hall. For international researchers from Romania and Bulgaria, the law on the employment of foreign employees will remain in effect until 31 December 2011. This implies that K.U.Leuven will continue to draw up hosting agreements for these employees.

Required insurance

  • Accident and third party civil liability: as employee.
  • Health insurance: as employee, required registration with a Belgian health insurance company.
  • Insurance for personal third party civil liability: optional, but strongly recommended, 13 euro.
