This research focusses on the relationship between planning instruments and their societal context. It claims that instruments for the implementation of strategic projects are no technical issues but societal ones. The research analyzes both the dynamics of planning instruments and their societal context and the socio-political dimension thereof, using among others institutionalist planning theory as a perspective. This approaches planning instruments not as technical means for predefined goals, but as societal undertakings in which dialectically connected actors and institutions are important. The research uses a critical-realist case study research strategy mainly qualitatively operationalized and selected the transformation of the ‘First Quarter’ in the city of Antwerp as final case study. The research analyzes for five more or less coherent episodes (1984 - 2009) the reflexive - recursive dialectical dynamics of actors in relevant social groups and planning instrumentes in institutional frames.
