Koen Hermans is doctor in de sociale wetenschappen en bij LUCAS verantwoordelijk voor de uitbouw van het onderzoeksdomein welzijn, armoede en sociale uitsluiting. Vanaf het begin van zijn onderzoekscarrière heeft hij bijzondere aandacht voor achtergestelde groepen in de samenleving. In de eerste plaats gaat het dan om mensen in armoede, OCMW-cliënten, dak- en thuislozen, maar ook om personen met een handicap en kindermishandeling.
In zijn doctoraatsonderzoek bestudeerde hij de hulpverleningspraktijken van maatschappelijk werkers in OCMW en hoe de intra- en interorganisationele context van het OCMW hun handelen bepaalt. Hieruit groeide zijn interesse voor eerstelijns welzijnswerk en lokaal sociaal beleid enerzijds en kwaliteitszorg en zorginnovatie anderzijds.
Een derde interessegebied vormt het effectiviteitsvraagstuk en dan meer bepaald het meten van effecten van hulpverlening op het micro-niveau, het meso-niveau van de organisatie en het beleidsniveau.

The rapid transformation of suburban neighborhoods, driven by development and changing demographics, is causing feelings of loss, disconnect and a perceived diminution of political representation. This study examines socio-spatial relationalities that affect sense of belonging in such neighborhoods-in-flux. We propose a re-imagined participatory research process with residents from the perspective of “walk-ability”. Go-along walking methodology enabled us to gather emplaced narratives that revealed how emotions and memories influence different aspects of sense of belonging. This jointly moving through the environment gave us a sensory exposure to sights, sounds, smells and tactical sensations of the neighborhood. It also deepened our understanding of how residents mentally and physically navigate the proposed social and spatial transformations outlined in a municipal development plan. Our analysis, informed by a New Materialist framework and visualized in a deep map, demonstrates how walking methodology can generate new knowledge about socio-spatial dynamics to plan and design place. These methods facilitate spontaneous and affective encounters with both human and other-than-human agents. The diverse range of emplaced emotions, memories and stories shared, provided insights into varying perspectives on the changing built environment and identity producing multiple belongings. The findings suggest that go-along walking praxis offers a unique socio-spatial window into the affective flows of belonging in neighborhoods-in-flux.

The poverty literature often overlooks the relationship between housing insecurity and income-generating activities. The often informal sources of income among the homeless strongly connect to other aspects of their lives. Nonetheless, these groups of severely deprived people are often missing from large-scale studies and official statistics. Using an original and comprehensive survey, we document the complex interaction between living conditions and begging, a most visible form of extreme poverty and a central concern for urban planning and social assistance. We interviewed 358 people who were begging between 2021 and 2022 in Brussels. We estimate that approximately 80% of them are Romanian Roma. Our findings suggest that around half of the people who beg sleep rough, while some occupy relatively insecure and low-quality dwellings. Further differences relate to gender and ethnicity, with women and those with children more often seen in emergency accommodations and non-conventional dwellings and Romanian Roma occupying, on average, more problematic housing.

This study explores administrative data from 2010 to 2018 to examine homelessness duration and recurrence in Belgium. We focus on people experiencing homelessness (PEH) with a reference address at a local welfare agency. By critically revisiting the classic threefold typology – transitional, episodic, and chronic, which is often derived from limited shelter-based data – the study adopts a four-group classification: first-timers, re-enterers, chronic and extremely chronic homelessness. Our findings align with prior research, confirming significant associations of shorter durations with families, women, and younger individuals. Interestingly, the majority of our dataset faces chronicity, including youth and families. Extremely chronic homelessness highlights administrative vulnerability, suggesting to reduce administrative barriers to enhance their access to rights. Providing a more nuanced understanding of duration and recurrence, based on administrative data over extended periods, is crucial for gaining deeper insights into the chronicity of homelessness, ultimately supporting more informed policy decisions.

The main purpose of this thesis is to gain a better understanding of access to social rights for people experiencing homelessness (PEH). In many welfare states, the principle of 'no address, no rights' persists, making social rights contingent on having a registered address. This creates a 'Postal Paradox' (Byrne, 2018) where the absence of an address restricts access to rights, perpetuating homelessness. Several European countries have introduced alternative registration systems for address-less persons, and there is growing recognition of the 'right to an effective postal address' for PEH , as formulated in the Homeless Bill of Rights by FEANTSA and the Housing Rights Watch (2017). The thesis primarily investigates the reference address at a Public Centre for Social Welfare (PCSW) in Belgium, by using quantitative and qualitative research methods. The analysis of an integrated administrative dataset reveals the severe complexity of chronic homelessness, and show significant challenges in the importance of making visible those who are 'administratively invisible'. The qualitative analysis made use of different perspectives to examine address-lessness, both from a non-take-up and administrative burdens perspective. Findings reveal a disconnect between policy design and implementation, impacting a vulnerable population group. Despite its intention to include the most excluded, the policy's implementation is hindered by conditionality, administrative burdens, and conflicting goals. This inconsistency results in exclusion of non-compliant individuals, leading to severe repercussions such as a loss of access to fundamental rights and further administrative and social exclusion.

This article illuminates the often overlooked potential of social work research in catalysing the transition to a carbon-neutral society. By underlining the need for urgent and transformative action, it advocates for integrating social work interventions with redistributive policies to drive decarbonisation and mitigate potential social consequences. Despite the existing body of literature, the specific roles, tools, and justifications for decarbonisation and sustainable welfare interventions remain underexplored. We aim to fill this gap by examining social work objectives and values in a climate emergency context and proposing a comprehensive eco-social work research agenda. We also critically reflect on potential challenges, contributing to a nuanced understanding of social work's pivotal role in achieving environmental sustainability and enhancing human well-being.

This qualitative study examines the barriers for social workers to perform tasks in Flemish palliative care and recommendations to overcome them in practice. It consists of two phases: a focus group phase with social workers from Flemish nursing homes, hospitals, health insurance and home care services and an expert panel phase with representatives from relevant care services and civil society organisations in Flanders. Data were analysed according to the Framework Method. Twenty-four social workers and twelve experts participated in this study. Three main barriers were identified along with two or three types of recommendations to overcome them in practice. A three-level strategy can be proposed to improve social workers’ ability to perform tasks in palliative care. First, at a micro level, social workers’ competencies for palliative care practice should be further increased. Second, at a meso level, the social work role in palliative care should be clarified by social workers themselves or by employers. Third, at a macro level, overarching care practices and policies facilitating the timely and structural integration of social workers should be implemented. Furthermore, this strategy will require the involvement of multiple actors, that is, social workers, education managers, care managers and policy makers.
